I had one of these and it did nothing. A heron actually started attacking it!

its true the herons are territorial and will stay away if they see another heron. But herons are pretty smart and when they get hungry they will still come check it out at a safe distance. They sometimes figure out that the heron isn't real. Also, the decoy can have the opposite effect during mating season.
